Restore the default and exit the animator is all you can do for the most part. This is mainly intended for use while the taskbar is set to remain visible as an appearance tweak for the Start button itself.

Here having the taskbar at the top of the screen you will often seen the alternate image used at the bottom being the Windows default location until reapplying it. Then it will immediately display at the top along with the taskbar itself.

On reboot, the program crashes, access denied to w7sba.rh.ese. Not sure what to do. The animated icon did appear, but it was on the upper part of my desktop also. Thanks.

That's the one unfortunate bug with the autoload part where it will appear opposite of where it should be or not at all. As I was saying before when you see that end the process and then manually start it again. It should be seen where it is expected to be.

Got the icon to change, however, I noticed that it also removes the start icon in other user accounts, but does not put the animated in.

Now you have to select the icon by browsing to it and clicking the apply button to see it appear. That was seen here as the usual.
