there is no way you can fix this problem by doing all the above-mentioned tricks if you are on a windows 7 32-bit OS. Its kinda bud in windows 7 and Server 2008. I have personally tested all the tricks mentioned here and on many other websites, applied the changes, saved the theme, disabled UAC but without any luck. Every restart my cute Quick Launch toolbar disappeared. Then comes the guys who responsible for that "Microsoft Techies" and let me know the reason. Read this
