How to change the kbps rate in Sound Recorder?

Is there a way to change the kbps recording rate in Sound Recorder in Win 7? In older versions of Sound Recorder you could go to 'File/properties/Recording Formats', and change it there, but the Sound Recorder that's with Win 7 has no 'File' menu. Is there a way to increase it from it's current default of 96 kbps to, say, 1411 kbps? I know the line CMD to save as 'WAV', but not how to increase the kbps recording rate. Anyone know how to?

    Thanks!
