Does assigning windows 7 RAM take it away even when off

I assigned winodws 7 1GB of ram out of 1.99GB, when windows 7 is turned off and virtual pc isn't running will my host os (windows xp) still only have .99GB of ram left to use? or do I get my 1GB back once I shut it down?

you can using any software to run cleanup your memory, when you shutting down one software it still keep in buffer memory for fast restart, you can try Tuneup2009 to do it or some software show on your search...
