Windows 7: How to start with USB devices?

for my scanner and mobile phone there will be no 64bit drivers available.

so i installed both in Windows XP Mode Beta.
this works only good when i first start the xp machine and manually attach both USB devices.

but when starting the phone application directly after windows start,
the USB device is not connected.
