Insufficient processor speed

I am using a pentium dual cpu E2180 (2ghz) processor on Windows 7 x64 Enterprise with 4gb of ram.

I have xpmode working ok using the standard build.

But if I try to create another either using a VHD or without I get an error after the PXE build that the processor speed of 6mhz is insufficient.
I don't have the std build working xp mode running at the same time, and I don't think it's related to the number of other applications I have open.

Is there some way I can set the amount of cpu that is used like the memory? Or can you let me know what it is that might affect the amount used?
