User does not have sufficent access rights

Having terrible time installing XP Mode on a new Windows 7 Pro 64 bit, followed instructions carefully. Can't get past error message: The virtual machine configuration could not be created. User does not have sufficent access rights. Tried this install as administrator.

I have tried lots of the fixes on the net, none worked. Help thanks
