MS Virtual PC Not Accessing DVD Drive

I have got my Virtual PC setup and I want to install Win98.
My Win98 install CD is in the DVD drive.
The virtual PC is set to use a physical drive (E: in this case, which corresponds to my DVD drive).
Windows 7 can read the CD, so the DVD drive is working and the CD is OK.
When I launch the virtual PS I am told to "Reboot and Select you proper boot device or Insert Boot Media..."

I have also tried using InfraRecorder to make an ISO of the disk, but that does not work as well.

Thank you in advance for any information.

So it turns out that my Win98 install disk is not bootable. It has been so long that I forgot that I had to bootup with floppy, then install the OS. I found a win98 boot iso and it worked fine.

    That was my first thought.
