Windows 7: Can XP Mode load a driver that won't load in Win 7?

Can XP Mode load a driver that won't load in Win 7?

I have a software program that is used to maintain my universal remote. The remote has a USB connector on it. The program will install in Win 7 x64 but the USB driver for the remote will not. So I installed Virtual PC and setup XP Mode, since the impression I'd been getting is that I can run these older programs etc in XP Mode. Within XP Mode the program installed fine, but for the life of me I can't figure out how to get the USB remote recognized within XP Mode so that I can install the driver. Is this even possible?
