I'd appreciate any help. It makes no sense to me. It's not a complicated process nor install, and a clean shutdown then reboot seems to yield a fix (although I can't say for certain 100% of the time yet).

Happen to find anything on the forums relating to this, or could you possibly post the problem up for me?
My VM is set up like yours, but with 512MB RAM and 2 processors. I can't recall the virtual keyboard setting, though, but nothing was changed from default value on this other than adding the processor and RAM.
vmlite (based on vbox) will auto activate Windows XP Mode. 4.2 beta available from Download > Beta
you can use VMLite BIOS file to make xp mode activated.
Seach pcbios.bin in vmlite forum.
