Windows update, Silverlight, failing to install

This is a fairly recent problem, Updates (incl. SP1) and Silverlight (Netflix won't run without installing the most recent version of it) are failing to install. I've followed MS's "Try all these" fixes without improvement. The error code claims that my av/anti-spyware (Vipre in my case) is keeping them from installing, but no success after temporarily disabling it. I've even tried installing in Safe mode after having enabled the startup of MSIService during Safe mode.

I've run all the major scanners (incl online ones) for malware / rootkits with nothing but a few easily removed cookies / adware showing up.

I've noticed in the past that if ever MS has been unable to install updates they've come back with some scripts to run and have seemed always to have fixed things ... I'm not seeing evidence in the logs that they're doing that this time.

What am I missing?
