Windows 7: Win Update disabled, cannot restart?

Win7x64 Ult.
 
 
Win Update disabled, cannot restart?

When I go into Windows Update, I get the message that "service is not running"
If I go to services, it says Windows Update is disabled and does not give me the option to restart
When I run sfc/scannow, I get the message that tcpmon.ini is corrupted.
Any suggestions on how to get Win Update working again?
Win7x64 Ulti.

Repair Install - Windows 7 Forums

You'll have to uninstall SP1 or wait for an installer for your version to become available with SP1 - slipstreaming will not work for some reason on Repair Install.
