Upgraded form Vista to Windows 7 problems Defragmenter tool

I upgraded from Windows Vista premium 64 bit oem to Windows 7 Ultimate 64 bit, but now having problems using the Disk Defragmenter tool built into Windows 7. I want to use in Disk Defragmenter ""safe mode"" just like XP, but there is now response at all in safe mode. But the funny thing is the Administrator was disabled when I upgraded the operating system and had to enable it in safe mode? When boot in normal mode the Administrator and my user account is still at the welcome screen? The main focus is defragmenter tool built into Windows 7. Is there any way to repair the defrag tool in Windows 7 and get it to work in Safe Mode or System Recovery Option Menue? Please If anybody can help me out all appreciated! Thanks!
