Windows 7 - Recent updates cause my internet to stop working

I noticed recently there was a collection of about 17 or so important updates. I went to install them and rebooted and then there was no internet. I have to use system restore to undo the updates and get my internet working again. Even though I have my settings on 'download updates but let me choose to install" the updates seem to install every time I shut down. In fact I just turned off every available windows update feature. Now when I look at the 'shut down' button, it says 'installs updates then shuts down your computer.' What can I do to get out of this loop?

Edit: I ran scans with Avast, Malware Antibytes, and Spybot, all were completely clean.
