Update error 80246008 with BITS unable to start

Hey all,
Windows updates and Microsoft Security Essentials won't update, Windows Update giving the error code 80246008. Looks like cause is the Background Intelligent Transfer Service is unable to start.

Error when trying to start the service:
Windows could not start the Background Intelligent Transfer service on the local computer. For more information review the system event log. If this is a non-Microsoft service contact the service vendor and refer to service-specific error code -2147024894
Things I've done:
1. Ran sfc /scannow (no problems reported)
2. All steps here: Windows Update Error 80246008 in Windows 7 - Fix
3. Attempted this: You receive an error message when you try to download updates from the Windows Update Web site or from the Microsoft Update Web site, or when you try to start the Background Intelligent Transfer Service
But when doing "regsvr32 qmgr.dll" results in an error:
The module "qmgr.dll" was loaded but the entry-point DllRegisterServer was not found.
Make sure that "qmdr.dll" is a valid DLL or OCX file and then try again.

Any ideas?

Ok problem solved. I've seen this issue around the net in a lot of places with no real fixes, so I'll post mine.

What was happening was that BITS was unable to start. Apparently "-2147024894" translates to an "Access is Denied" error.

The folder "C:\Users\All Users\Application Data\Microsoft\Network\Downloader" seemed to have permissions issues that have plauged the rest of my Windows 7 experience. Thus, I fixed the problem using the "Take Ownership" program from these forums on that folder. Take Ownership.

The BITS service was able to start, and I can now download and install Windows Updates.

I hope that this information will help others with this problem.
