This is what I found for this error code.

You may have already tried items at this link but worth a check if not.
You may encounter temporary connection-related errors when you use Windows Update or Microsoft Update to install updates

Scroll down the page to find this tab.
Advanced troubleshooting methods

A and B are your internet settings etc. which you did some things but I'm not sure which you may have tried already.

C forget I just realized it is for servers.

I'm just posting what I find. Never tried any of this posted in the links above.
I'm digging but not finding much.

Either the Windows Update Agent [WUA] is damaged/corrupted, some of
it's files are not present or registered properly or, 3rd party software
or malware is interfering with the update servers.

Try installing the WUA according to the steps laid out here:

Suggest you install the WUA by first opening an Elevated Command Prompt
[ right click cmd and choose Run as administrator ]
Stop the Windows Update service
Install the WUA
Restart the WU service
Exit the Command Prompt
Restart the system

If no joy, then look to the installed sec software [including 3rd party
firewalls, popup/cookie blockers that are included in 3rd party
toolbars, IE add-ons, etc] as the culprit.
If still no joy, then do an online scan to see if malware is causing
this behavior:

Windows 7

I got this same error on a clean Win 7 install, but updates were working 1 hour previous. In that time I installed MS Office, AVG Free and Google Chrome, as well as changed the default browser to Chrome. Changed the browser back to IE default, and updates are working fine again! Hope this helps someone.
