Files "disappear" for several reasons. Someone shuts their system down when a file is being updated and it ends up never being updated; the file then goes 'missing' because it was supposed to have been replaced on a reboot. It's not really missing, it was unregistered during the update process. Or, there's a hardware issue that results in a missing file.
Files can become corrupted, which equates to them being missing.
As to third party fixes, don't do it ! It's not that hard to extract files from updates and manually replace a missing .dll file. They can also be replaced from the installation DVD or from back ups. These sites that claim they can replace .dll files are highly suspect. They either push unneeded, miracle one fix "programs" that don't deliver as promised or malware.
I'm sorry I couldn't help you out of this quagmire yet. What you could try is to register the missing .dll from an Elevated Command Prompt.
Click the Start orb > in the Search programs and files field type in cmd
Right click command.exe and choose 'Run as administrator'.
Agree to the UAC prompt.
At the prompt, type in the below exactly as written including the space between the 2 and the p, pressing Enter after each command. Allow some time after the first command to see what the resulting message is
regsvr32 ppcore.dll
exit
What was the message after the first command ?
EDIT: I have a copy of ppcore.dll that was extracted from the update. Please let me know if you want to try replacing the missing .dll.
