If it helps any, not sure how it would, i've already tried both a repair install and a fresh install. Both failed.

Whaddya mean fresh install failed? The install failed or activating/validating windows failed?

Without wanting to suggest there is anything amiss, where did you get your Windows 7 DVD from?

It's quite possible there is a problem with the DVD and if it's a retail version you should have no problem getting it replaced.

Failing that, contact Microsoft, who I'm sure will either do their best to get your OS activated or inform you why they can't.

According to MS Kb that error means you have corrupt system files somewhere, run system file check to fix (open command prompt and type sfc /scannow), then reboot and try activating again if required.

I could perform a manual fix on those files, but if he has actually Clean Installed....

Theres a bad dvd here, dont see any other explanation. Bad probably means modded/ hacked / badly downloaded. Get a good disk.

No offense but there is one other solution, I have found similar corruption with windows before, and when I do a fresh install I still have issues with the same area of it being corrupt when I do, most of the time there is an issue with the hard drive. Download hiren's or some hard drive testing program (best one I find are on boot cd's) and try that money says that if the disk and serial are all legit and you are not mixing a enterprise disk with a retail serial, and it didn't work with a fresh install you have a failed hdd.
