thats the thing, i dont know what number to call because the program on my computer isnt acting like the directions say it should

do i need a "volume license"? i talked to a guy on the phone and he directed me to the windows activation team, but when he transferred me no one answered because they are closed.

No you dont need a volume license but those phone numbers are available. You'll have to wait till MS reopens.
