Windows 7: Can't activate windows using phone method

Thanks to this forum, I was able to activate my Windows 7 Home Premium through the phone method. However recently I attempted to activate Windows 7 on another computer and after calling the automated number and reading the code, the system is unable to verify it. However I noticed something strange. Upon trying different activation keys, the 9 segment code to be read back to the automated system doesn't change. No matter what activation key I use, the code remains the same. Could this mean something, as to why I am unable to activate my copy of Windows 7?

How many computers do you have your copy of Windows 7 installed using the same product key number?

You can only have a retail Windows installed and activated on any one computer at a time with the same product key number. Windows must be uninstalled or key number deactivated from any other computer before being activated on another computer

You could do the Validate Windows option.
