Windows 7: Error 643 Secuirty Update for Microsoft Visual c++ 2005 Service Pack 1

Hello, my computer has prompted me with this update and failed for months and so many programs now require the update that it's becoming a bit more than a nuisance.
I have already run multiple Fix it programs and tried uninstalling and re installing the windows.net 4.0 framework with no success. I followed the instructions provided here:
I get error code 643 in trying to install KB2538243 (Visual - Microsoft Answers
as well as here:
How to troubleshoot common Windows Update, Microsoft Update, and Windows Server Update Services installation issues
Someone lead me to a program that verifies whether a version of .net framework is installed properly entitled "netfx_setupverifier.exe" When I check my .net framework 3.5 it has success however as soon as I check 4.0 i receive a error as well as a log which i attach in a text file to this post.



Please help this bug has forced me to run Linux for almost all projects.

Also if this helps I tried resetting the windows update components both with the program which failed and then manually which at step 6 on the 3rd dll it failed and everyone after failed as well
