Hello!

Basically, the answer is no. Technically speaking, there is a compilcated procedure, which does work, but actually, there is very little of value in there. To save disk space, once Windows Update has finished with an installer in that folder, it deletes it, and so there is actually very little of value in there, because it has all already been deleted. You can read slightly more about it here: Is there a way to backup current MS Updates?

As I said in that other post, it is the file themselves, renamed, which make up the installers, and the folders are the installers extracted. To test this, extract the installers using my tool here: Windows Update - Extract an Update
