Windows 7 - KB2468871 won't install

Windows tries (and apparently fails) to install an update every time I shut down. Also, update manager wants to install one important update but always fails with error 643. Prior to this, windows finished all but one update, so I think there is only one update that cannot complete.

Attempted solution 1: I did Method 1 and Method 2 here. Method 1 did not have any noticeable result. Method 2 led to needing to do lots of updates. One of them failed. After restarting windows, my system was back in the same bad state as it was in before.

Attempted solution 2: I tried installing the update manually by downloading the update and running the setup. It didn't install either.

I've been searching and reading about similar issues but haven't found a solution yet. Any ideas?
