I can't update windows due to a windows up date error 00009C48

i keep getting a windows update error i think it might have something to do with internet explorer. i tried to uninstall it but its not in the view install update or the add remove program i even tried to use the command prompt and that didn't work. i also tried to download internet explorer from the site but i still get the error and the internet explore window just flashes up and goes back down. Please help me.
    Thanks!

Try downloading and installing the System Updates Readiness Tool.

You haven't specified whether you're using the 32-bit version of Windows or the 64-bit, so I've given you a link for both.

You need to choose the one that applies to your system.

Download: System Update Readiness Tool for Windows 7 for x64-based Systems (KB947821) [August 2011] - Microsoft Download Center - Download Details

If it is fixed, there is no reason to, unless you really want to

Dusty is quite right. It won't do any harm to install it, but if your problem is fixed there's no real need to.
