I have followed all of the listed attempts. the final 'fix" listed which was to re-write the permissions for the registry was met with many failed attempts due to "access denied" I am the only account on this windows 7 computer with admin permissions... is there anything I can do?

Okay I've tried to go through thoe two links very carefully. when trying to access "C:\Windows\Logs\CBS\" to look at the log files I try to open or copy them to my desktop...

    "ACCESS DENIED"

I'm full admin, I have read/write priv, I tried in safe mode, access denied again....

Looking backto your earlier post, there was a topic which guided me to instal the 'subin.acl' program, and to place it in the directory. when I ran the batch file I got a whole bunch of 'access denied's' however I have 2 HD's on my computer, with win 7 on them. The one I am trying to update is on a recent clean install on another HD on the same computer.

Could I boot over to my other working win7 and run the reset.bat? since the program is in a non running OS I should get full permission to change them right? would the ba file still look in the now E drive/windows/system32 ?

Are you saying that you get 'access denied' attempting to copy the CBS.log file to the desktop?
If so, please run the following command from an Elevated Command Prompt

    ICACLS C:\Windows\logs\cbs\cbs.log
    ICACLS C:\Windows\Logs\CBS

That may give us a little more info.

    Post the results.

After this I tried to access the files again, Access Denied.... I should also say that I'm not running any antivirus, and have done a malware scan with 3 different scanners my system is clean

Hmmm - that all looks normal enough, so I don't know why the copy is failing.
I'd tend toagree with JMH that it's time to use MS's free support for SP1 installation.
