You cannot do a Windows Anytime Upgrade on Windows 7 Ultimate. You can upgrade to Windows 7 Ultimate, but once you at Ultimate, you can't go any further:) You cannot use a Windows Anytime Upgrade key to activate Windows 7 Ultimate, either.
