Unable to install Windows Updates, error 80246008

For the past 2-3 months I've been receiving the same error in Windows Update every time I try and update: Error 80246008. I've tried the Microsoft Fix It application and the same problem occurs. I took a look into the services and when I try to start one service required by Windows Update it always fails because its core services are not launched, so I tried to launch those and those won't even launch. How can I go about fixing this?

EDIT: I also have tried the steps in this guide Windows Update Error 80246008 in Windows 7 - Fix and I still have the same problem.

I tried to start the following Services COM+ Event System and COM+ System Application, which I had read that they are needed for Windows Update. But when I try to launch them I get these errors even though their Dependencies are running. https://i.imgur.com/nPYTi.png https://i.imgur.com/fR537.png

    Did you import this?
If you have issue with COM+ Event System too...

As I said before if this service not working,BITS service will not work too.If unable to run this service or service doesn't exist please import this fix to registry

Yup and restarted after I imported it. I tried to start the BITS Service and I received the same error as COM+ System Application.

    COM+ Event System startup type=automatic?
Service Remote Procedure Call (RPC) [RpcSs] is running and startup type=automatic?

Service Problem – service on local computer started and then stopped”
Reason: log files are probably full.
    Solution:
    • right click on “My Computer”
    • choose Manage
    • Event log->windows events->right click on Application log (also security, system, setup but do that later)
    • choose Properties
    • change maximum log size to bigger value
    • check “Overwrite events when needed”
