I still cannot check for updates, but here are some interesting tidbits:
- In method 11 on that support page, I successfully took ownership of pending.xml, but access was denied to rename it.
- Even though the last successful check for updates was September 11, 2012, my update history shows 18 successfully installed updates (17 important and 1 recommended) since that date (and one failed update).
- Today, for the first time, after implementing method 8 (exclude Software Distribution folder from antivirus), my Shut Down button bore the "install updates" icon, and the welcome screen said "Installing update 1 of 3..." This is the first evidence I've had of any updates in over two months.
That said, I still cannot check for updates. The "Restart your computer to install important updates" message, as well as the cycle of "Preparing Updates" -> Restart -> "Preparing Updates" -> Restart -> "Failed to Configure Updates" -> Welcome continue to present themselves.
After taking ownership, you have to adjust permissions - Admins by default only have read/execute permissions there, and cannot do anything else.
Rename access is still denied via the command prompt, even with full control.
Open an Elevated Command prompt and try - also...
run the following commands and post the results...
ICACLS C:\Windows\winsxs\pending.xml
ATTRIB C:\Windows\winsxs\pending.xml
DIR C:\Windows\winsxs\pending*.*
Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

The following command should work, run from an Elevated Command Prompt IN SAFE MODE...
REN C:\Windows\winsxs\pending.xml pending.old1
