I battled with this issue just the other night on a Win7 64-bit system
The update not only failed but seemed to corrupt MSE in the process.
Then when I then tried to uninstall MSE the uninstall failed to work and errored out.
I had to restore my system to latest backup (when MSE was working), removed some nasty malware I noticed along the way and then uninstalled and re-installed MSE for good measure.
Then when I checked for Windows updates, that update no longer showed up and never has since.

KB2754296 is not installing for me and getting error 80070643 regarding .NET Framework 4. I followed all of the layers of instructions provided by Microsoft but nothing works. Is anybody else getting this error? Does anybody know what to do to solve this problem? Of if the update is really not critical is there a way to delete or hide it?
