Did you try to run "system restore" from recovery environment already? Same problem?

I just realised - I haven't asked the obvious questions yet....
What Anti-Virus is installed? has it always been kept up-to-date? have you had any infections?
What other AV's have been installed (including major versions) since the last reformat?

To Kaktussoft, yes still the same although it doesn't display as many restore points as I would have imagined.

To NoelDP, Bullguard, no there was an issue I was unaware of with it updating I have since updated it and ran a scan.
There were a few minor infections it picked up, bullguard was able to rectify them.
Apart from Bullguard I regularly used Malwarebytes to scan.

After the bullgaurd upgrade something very odd happened.
Windows downloaded updates by itself, I noticed it only because it I scrolled over the the update icon in the hidden icons pop up on the lower right hand side taskbar.
It just told me via a pop up reminder that Windows had updates waiting to be installed I clicked the window and it took me to the windows update page.
But alas back to square one and my old friend error 80070643.

Since Bullgaurd has had issues, I'd recommend uninstalling it, running their cleanup tool and at least temporarily installing MSE - do a full scan with that as a cross-check.
