Make sure you're running as Administrator, then ....
Type services.misc in the start search box, click on the icon, scroll down to Windows Module Installer and set it to manual, click apply and start.
Now restart your computer and see if you can get the update.

ok i sorted it all out. windows was trying to install ie9 through updates cause it wasnt in my installed updates for some reason. it installed on my computer somehow i dont know. but i had to use this command line to uninstall it from my computer. FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*9.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:@fname /norestart" run that command line twice!. then i restarted computer, and installed ie9 from windows update and bingo. thanks to anyone who helped. :)

    Solved windows internet explorer 9...

The "run" command worked perfectly. This was a very annoying bug but your solution worked fine.

    Thank you very much.
