Wow Tom, you're awesome! You have solved a problem that I have had for at least a year. The remaining issues are getting my adobe flash and outlook issues solved. Please let me know if I should post elsewhere.

Which of the two steps solved your problem by the way? Just out of curiosity.

We can try and deal with your Flash and Outlook issues here if you want? What's the problem?

No kidding re: posting earlier, I'm a little slow.

The "To change or restart the Background Intelligent Transfer Service (BITS)" solved my issue. My Adobe issue was solved by deactivating the "ActiveXFiltering" function on IE9.

Now I need to get back to my server (on the road) to see if I can solve my Outlook issue which also has been ongoing for a year! I received the following error message:
Task 'my email - Receiving' reported error (0x80040900) : 'The server name you entered cannot be found on the network (it might be down temporarily). Verify that you are online and that the server name is correct.'

It just stopped working, the same time my windows stopped updating!

Let me know when you get back home and have access to your server, then we can take it from there.

Have you tried reinstalling Flash?
