    Noel,
I downloaded the "Readiness Toll" and when I went to run the program I received an error message. " Installer encountered an error 0xc8000247"

So I couldn't even run the program
In other answers I see windows update is running!! It's just 0xc8000247 ... that's an install error. Even standalone updates do fail I assume(?)

Did you try #13 already? Boot after doing it, and try if updates work. Of course set to normal boot instead of "clean boot" afterwards

The SFC report looks essentially clean to me - which probably means that the problem is in the registry somewhere.

Please download the Farbar Service Scanner from

    http://www.bleepingcomputer.com/download/farbar-service-scanner/

Run it, and tick all the options, then click on the Scan button - copy and paste the report to your response.

    Tha looks OK to me.
Lets have a look at the event logs.
    Please open Event Viewer
In the left pane, navigate to
    Windows Logs\Application
and right-click on it - selext Save all events as... and save as Apps.evtx
repeat for the System log - save as Sys.evtx
attach both files to your reply

    Noel.

It won't let me upload the files to the forum. When I try to upload the App. file, it says I'm missing a token. When I try to upload the Sys. file, it says invalid file type.
