They are also clear.
That means that we have a more subtle error.
Please run the following commands in an elevated Command Prompt, and post the results.
SC QC WinHttpAutoProxySvc
SC QUERYEX WinHttpAutoProxySvc
NET STOP WinHttpAutoProxySvc
Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.

Hmm - that looks normal (one of the possible solutions was to ensure that the service is stopped, and then attempt installation)
Please try installing using the downloaded update, from a Clean Boot - it may get around any interferences.
How to perform a clean boot to troubleshoot a problem in Windows Vista, Windows 7, or Windows 8
How about a reboot and do F8 for safe mode and try to install from there ?
BTW...looks like one other person is fishing for an answer...different error code but same update.

The TrustedInstaller service cannot run in Safe Mode - so you can't install updates that way.
Their error code implies that there is another update pending which needs to complete prior to attempting to install this one - a very different situation.
