Windows repeatedly offers updates KB2600217 and KB2656351

I have followed the steps in Windows Update Posting Instructions but still have the problem.

Windows Update installs updates KB2600217 and KB2656351 without any error messages but every time the install is finished, it offers the same updates again.

I have downloaded the updates from microsoft website and tried to install in safe mode.
When I try to install in safe mode I get an error and the installation log looks like this:

Any help would be greatly appreciated.

How to troubleshoot problems connecting to Windows Update or to Microsoft Update may help
There are no apparent problems in either the CBS or CheckSUR logs
