uninstalled avg, norton-couldn't find PC Doctor and Tune Up Utilities
rebooted 2x
used the Norton Removal Tool
Tried to reset but don't know how to get to administrator on the command prompt

What are you using GEAR software for? - remove the UpperFilters entry anyhow.
To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.

The computer will find the DVD drive now but windows won't format a disk
Ill check out the GEAR thing now-not sure
Would the GEAR come with the computer? Is this something that would be used to make a movie?
Have a look in the Programs & Features listing - see if there's a reference there.
Have a look in Start > All Programs - is it listed there?
What is the exact make and model of your computer?
