The problem entry is this one.
Microsoft-Windows-InternetExplorer-Optional-Package~31bf3856ad364e35~amd64~en-US~8.0.7600.163,5 REG_DWORD 0x2

As you can see, the Unicode character doesn't show in the output

It may be worth removing the character completely from the .reg file, running the .reg file again, and posting the command's new output (I don't know how the registry will take it, and I'm not sure how to get Unicode characters into the registry there - it errors out when I try)

Duh! - I just realised that I hadn't set ownership on the Key I was playing with.
Once I did, I could add/remove the character easily using copy/paste, and the the .reg file worked happily
The character also appears in the CMD REG QUERY output.

So there seems to be a mismatch between what's in the initial report and what's currently in the registry.

I think I'd better let Tom deal with it - I bow to his knowledge when it comes to registry mods.

Hi Eric,

Sorry for the delay - I spent the night in A&E looking after my flatmate and I'm so tired.

Due to the inconsistencies noted by Noel, would you mind running the SURT again please? Then post the log:

Hi Eric,

How confident are you with modifying your registry? The steps to fix this involve quite a lot of modifications to be made and it is crucial that you don't make a mistake. If you aren't comfortable with editing your registry, I would happily fix this myself, remotely, if you are interested?

I have never really done it based on knowledge, but I could probably do it based on instructions. What exactly would I have to do?

Hi Eric,

I have written up instructions as clearly as possible. If you have any questions please stop and ask.

Modify Registry Permissions

  1. Click on the Start button and in the search box, type regedit
  2. When you see regedit on the list, right-click on it and select Run as administrator.
  3. In the left hand panel of regedit, you will see a list of registry keys. Navigate to the following key, right-click on it and select Permissions...:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing
  4. Click Advanced.
  5. Under the Owner tab, click Edit.
  6. Click "Other Users and Groups".
  7. Click Advanced.
  8. Click "Find Now".
  9. Scroll down and double click on Everyone.
  10. Click OK.
  11. Put the check in "Replace owner on subcontainers and objects", click Apply then change to the Permissions tab.
  12. Under type Deny, single click on any entries and click Remove. (N.B.: There may not be any Deny entries, in which case just ignore this step. Just remove any that do exist)
  13. Click Edit (now on the standard file Property window under the Security tab).
  14. Click Add.
  15. Click Advanced.
  16. Click "Find Now".
  17. Scroll down and double click on Everyone.
  18. Click OK.
  19. Single click on Everyone and then tick the "Full Control" box under Allow.
  20. Click OK TWO times.

Navigate to the following key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\Packages

And, still in the left hand panel here, find this sub key Microsoft-Windows-IE-Troublesooters-Package~31bf3856ad364e35 amd64~en-US~6.1.7600.16385

    Rename it to: Microsoft-Windows-IE-Troubleshooters-Package~31bf3856ad364e35~amd64~en-US~6.1.7600.16385
