In that case see if running a sfc /scannow command may help for now.
Could you post screenshots showing what you see when you try to run WEI and change the key to see if it may help ID what the issue may be?
The installed Key is an MSDN one - are you a member?
If you used the command I gave you , (SLUI.exe 3), that should have brought up the Change Key wizard.
