Clean installed windows 7, windows update won't download

So my HDD was crapping out, so I used my second HDD as my primary. Now when i try to do windows update. It gets stuck at 0, and it goes back into the installation window. It even says "Items successfully installed" yet after like 10seconds of downloading. I do not understand what's happening. I hooked up my modem right to the comp so it wouldn't go through the router it i managed to install 5 things but after that it keeps doing it again.

I think the windows files itself are being weird, i tried to download Skype and it said "cannot install because windows management something" is not turned on. I have never had that problem before. It's so strange.

Please download the Farbar Service Scanner from

    http://www.bleepingcomputer.com/download/farbar-service-scanner/

Right-click on the saved file and select 'Run as Administrator', and tick all the options, then click on the Scan button - copy and paste the report to your response.
