Be sure to select "Restore Important Windows Services" and "Repair Windows Updates". Maybe select "Set Windows Services To Default Startup" as well.
Ran this with the settings you mentioned. No luck. Still no BITS or update.

Your best option in that case is to run the CHKDSK in offline mode from a Repair Environment boot.

Reboot the computer, and tap the F8 key until you get the advanced boot menu up - one option should be 'Repair your computer'. Pick that one.

Log into your normal account.
You'll get a set of options - pick the Command Prompt one.
At the command prompt, type DIR C:\
- if we're lucky this will bring up a listing of your normal C: drive contents, including the Program Files folder(s) and the Windows folder.
If not, try D:\ or E:\ (etc. until you get the right letter)
then type the following command

CHKDSK <drive>: /R

and wait for it to complete - it could take a few hours, depending on the size of the drive.

See if that works.

Then
Code:
dir C:
dir D:
dir E:
Now you know the drive letter of win7 partition. check it with checkdisk
Code:
chkdsk/f Y:
Replace Y with actual drive letter.
Maybe better you check C,D,E,F (if they exist and are not DVD)
Still problems with chkdsk?
started safe mode with command prompt. Did dir c:. I only have one dir.
The did chkdsk.
Then restarted but chkdsk still failed at 5%.

Regards,
Command Prompt at Startup method ONE! Do chkdsk there
In normal win 7: Disk management shows only 1 partition, or more partitions??

in command prompt:
Code:
reg query HKLM\SYSTEM\CurrentControlSet\services\BITS\Parameters
Does it show this EXACTLY?
Code:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\BITS\Parameters
    ServiceDll REG_EXPAND_SZ %SystemRoot%\System32\qmgr.dll
Also run this bits.reg file. Reboot and start BITS in services.msc. It's called "Background Intelligent Transfer Service"

Finished this, got stuck at one point initially but left it overnight. It finished now.
Restarted again tried chkdsk. It failed again but now at a different point. It kept on restarting with can not set the chkdsk ran once flag.

Tried this.
It shows that EXACTLY.
Ran the bits.reg file and restarted still doesn't show the BITS in the services pane.

msconfig->tab services. Is "Background Intelligent Transfer Service" listed there? Is it checked or unchecked? Or both (2 entries)? Tip: Sort on Service column
