Have we tried uninstalling and reinstalling IE9 yet? - this often fixes the problem we're currently seeing (in the absence of any other identifiable errors)
If not, go to Installed Updates and uninstall IE9 from there, reboot twice, then reinstall it and go to Windows Update to update fully again before attempting to install IE10
Cannot uninstall!
1) Tried to uninstall IE9 as you suggested and got access violation
2) Searched for a solution and found http://support.microsoft.com/kb/2579295:
Option 1 Fixit didn't do the job
Option 2 command line gave me the following:

IE9 is stuck and this may cause the IE10 install problem ...
What can be done!

Very interesting - the CAT files are all different sizes to the standard (i.e. the ones in my system:))
Please copy a couple of them to your desktop, and then zip and attach them to a reply
I'll see what I can see, but I suspect that have been infected by a virus, and improperly cleaned.
Those files are identical to mine - but they are the wrong ones :)

They appear to be valid CAT files - but for some reason are dated 2 years after the ones that I have.
Virustotal gives them a clean bill of health.
I'll have to check and see what I can find.
