I had the Test Windows in the lower right hand corner of my screen, odd. A MS Patch Fixed it though !
Golden: I've been using Advanced SystemCare regularly (currently V7.1), but also Spybot S&D, Malwarebytes Anti-Malware, Smart Defrag and CCleaner. I'm not sure just what (among many things I tried) resolved it last time, but it's back again yesterday. Does it make sense that running the MGADiag Tool could resolve the defect, at least temporarily? Thanks for your thoughts.
It's likely that the cause of your problems is Advanced System Destroyer/Care.
Do yourself and your PC a favour and uninstall it.
Under certain very limited circumstances, running MGADiag will trigger a self-repair function, and this can fix minor failures in the system.
However, it's always best to post the result of the scans for proper evaluation, since it's easy to miss something in the report, and even if the tool gives it a clean bill of health there can still be errors present which may grow over time.

Here are some instructions to make life easier :)
1) To open an Elevated Command Prompt Window (the ECP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.
2) To run the commands easier, highlight the block of commands, and right-click on the highlight – select Copy. In the CP Window, click on the black/white icon at top left – select Paste. The commands will run but may not complete the last command, so hit the Enter Key once.
3) To copy the results... click on the Black/White icon in the top left, and select Edit... 'Select All', and hit the Enter key - then use Ctrl+V or r-click+Paste to paste it into your response.
The computer came with Norton loaded, but we've not used it.

Looks like we've found the problem :)
The ActiveService entry is missing for some reason.
Before we do anything about that, though, we need to clean up the mess that Norton will have left behind, to prevent more problems appearing later.

Close all other programs, then run the tool. When it's complete, reboot the machine whether it asks for it or not.
After the reboot, open an Elevated Command Prompt, and run the following command
NETSH WINSOCK RESET
You'll be advised to reboot - do so.
The run the same commands as above again and post the new output, and we'll see if dimply doing that has corrected the problem.
