Where can I buy a lot of license of Windows 7 or Windows 8?
If I buy a lot of license I suppouse that price will be much cheaper.

Define 'a lot' - for some people, 10 would be a lot, while for others 1000 would be small beer.

All Volume licenses are Upgrades, and require a base license for Pro from which to upgrade.

For that number, you are best going to a distributer - but since we don't know where you're form we can't point you in the right direction.
