That still looks like an unregistered dll error to me.
The question is which dll?

Try this...
Open an Elevated Command Prompt, and run the following commands...

Lot of error generated by the above dll coding, until I added a space after the .dll before the /s
Then they seemed to work okay.

(My source has it all OK _ but comething must have happened with the cut/paste, which I didn't notice!)

I know, me too, I don't suppose there is any chance of keeping my programs if I reinstall Windows over the existing Windows 7 install?

Or failing that, how about if I reformat another drive, install windows 7 pro on that, and put the original C drive in an external caddy? Might I keep my programs that way?
I've got a back up of all my doc's and hopefully emails done via WD MyPassport anyway.

If you do a repair install, you should keep all programs, and most settings - see the instructions here....
