Error 9C59 : Installation of IE10 fails on Win7 Pro x64

I have tried to update to IE10 however I keep getting error 9C59

I have tried uploading my CBS file however it is 38Mb and too large to attach can someone please help me

Delete the older CBSPersist files, or upload the folder/zipfile to a fileshare site such as SkyDrive or DropBox.
