IE 10 Fails (9C59)

Hello all. I am happy to join as I'm reading really solid stuff about this place.

In a nutshell, over the past 7 years I've managed 50-90 employees with an internal WSUS server and really never had much difficulty. However, on a self-built ITX PC I cannot install Internet Explorer 10.

Windows Updates shows Error 9C59.
SURT is showing no issues.
"sfc /scannow" showed no issues.
All Drivers & BIOS up-to-date. Well, truth is there's a newer build of the Intel Wireless PROSet that I shrugged my shoulders to but otherwise up to snuff.
I vainly renamed the SoftwareDistribution folder and retried to no avail.
Tried a manual install in an ultra-Clean Boot environment to no avail.

System Specs of my Profile pertain to this one oddball PC.

My CBS log (i had to delete the oldest persistent .CAB from the attached .ZIP to keep the .ZIP <8MB FYI) shows a number of errors. You may ignore the Restore Point error - that is intentional, based on a GPO shared across the Windows Domain.

FYI on the non-CAB .LOG timestamps (in case it matters.?):
The 11am timestamps pertain to a manual installation attempt.
The 12pm timestamps pertain to Windows Updates.

Generally speaking, tons of ERROR_NOT_FOUND throughout the logs but I don't know why that would be, which has brought me here. Everything I'm Googling eventually brings me back to SevenForums.com so here I am, trying to follow the Windows Update Posting Instructions and everything.

...I even respectfully-disabled my AdBlocker for you.

Anyways I am grateful for any insight offered. Thank you.

Both SFC and CheckSUR logs are clear.

The implication is that the installer is corrupted - I would suggest resetting Windows Updates, and then re-downloading the update.

Hello again,

I performed Option 3 of the aforementioned Reset of Windows Updates and tried again to no avail; same errors.
I ran the Windows Update IE10 installer and thereafter the downloaded Windows 7 x64 installer.

I don't know if I am supposed to re-run SURT & SFC and re-attach a new set of logs, but I did refresh those and attach just in case.

Only other oddity about this PC I can think of that differentiates it is it has a Sharp AQUOSBoard as its monitor, which has a 'touchscreen' (really an infrared array) with related software installed. But I would think the Clean Boot environment would have nullified any Sharp interference. The only related device in Device Manager falls under the Mice & Other Pointing Devices category.
