Install updates automatically gets turned off every time I reboot

Every time I reboot the computer, the action center tells me to turn the automatic updates on. I do that, and it turns off again. I've run malwarebyes and my virus scan and cleaned up anything it found, but that doesn't make any difference. I've also run the scannow, and it's not found any problems.

Any suggestions on what I can do to fix this? I don't want to turn the notification off.

    Thanks!

What other software is installed? this sound to me like you have a system 'optimiser' running at boot, such as Advanced System Care, or any Wise product.
All such product should be used with extreme caution - or preferably uninstalled completely.

Ah. Yes, I do have Advanced SystemCare. Is there a particular function I should turn off?

All of it! For your computers health I would uninstall it completely.

And you can go into the Action center and turn off all warning messages. ( If you choose to )

And by all means get rid of Advanced System Destroy

I would set windows update to inform you of updates, but let you decide to download and install them.
