Haha same is the case with me.
All that I know is that there is a server that downloads and caches the updates and there is a client component installed on clients that communicates with the server bypassing microsoft online updates.
But its vague information hope there is some good article regarding it on 7 forums

all you have to do to fix this ^^^^ is to install a program called Tweaking.com - Windows Repair I think its up to version 3.2 or 2.2 or sumthing so install that and in the subsection repairs, unchek all other boxes except repair windows update and let it do its thing, I searched for months to try and fix this to no avail n then came across this by accident and fixed it after one restart, I hope this saves a lot of ball ache and fruitless searchin I specialy made this account to post this fix.

The Tweaking.com utility is useful - in VERY LIMITED circumstances. It does NOT fix all that many problems Windows Updates, and has a number of serious drawbacks - one of which is that it can seriously degrade the system security by reducing permissions on files in the System32 folder. (I understand that the most recent version has corrected some of this at least - but I haven't had time to check it)
