Windows 7: Cannot update to IE10 (or 11) Code 9C59

I used the Norton Removal tool to uninstall Norton and I still can't install IE10. I am still getting the same error! I'm attaching the IE10_main.log.

Any ideas?

There's an error there relating to KB2729094 - it appears to be a pre-requisite patch for the main one.
An update for the Segoe UI symbol font in Windows 7 and in Windows Server 2008 R2 is available

Please check if this update is in the Installed Updates list - if not, then please install it.
If it is already installed, please uninstall it, and then reinstall it.

then try the IE upgrade to IE10 again.

I did have the update installed, so I uninstalled it and installed from the link you sent. Still no luck and the same error: 0x00009C59 (40025) - The neutral cab failed to install.

Unfortunately this is about par for the course with this error - the only consistent solution appears to be a repair install followed by careful updating.

I'm happy to try and continue, but it's likely to be a slow process with uncertain results

Ok, the reinstall seemed to go well, I'm not seeing any issues. I'm back to IE8 and I have 136 important Windows update. Should I follow some method of updating them or just start updating?

Do it this way... you can install everything in each group at once (one or two may fail, simply add them back to the next set you run.
reboot between each group, and run a new Check for Updates.
I assume SP1 is already installed

1) Security Updates for Windows 7
2) (other) Updates for Windows 7
3) Security Updates for .NET 3.5
4) Updates for .NET 3.5
5) Platform Updates
6) Internet Explorer 10
7) .NET 4.5
8) Updates for .NET 4.5
9) Internet Explorer 11 if you want it - but make sure that you have at least opened Internet Explorer 10 a couple of times before attempting it

I tried the order you recommended and got the same damn error. Unbelievable.

So I decided to set the laptop back to factory defaults (I didn't have much on it to lose, and backed up my files on a thumb drive). Once the process was done, I again had 136 updates. I decided to try something different and install IE10 as the first and only update, and it worked! Then I successfully installed IE11. Then went ahead and did the rest. After all that I can honestly say I've learned nothing about why it wouldn't install!

There must have been something in the IE9 install that interfered somehow - perhaps residuals from a malware infection?

At least you're back up and running again - and updated!
