Cannot update to IE10 (or 11) Code 9C59

    Hey guys,

Another user that is getting errors trying to update to IE10 and/or 11. I have been having this problem for a few months now but just decided it was time to seek help. I always get the Code 9C59 Error after it tries to install the update. I ran SFC and it found no issues.

    Attached is the CBS log.

    Thanks for any assistance!

Both SFC and CheckSUR are error-free - and I can see no significant errors in the CBS.log background
    Please post the following files.
IE*.log (use that string in the Search box in explorer open at C:\Windows - and add all the files to a compressed file)
    C:\Windows\Windowsupdate.log

There don't appear to be any IE10 installation logs? - have you tried installing IE10 first and then IE11 ?

Identical errors for both(apart from the file names). Something is either preventing write access to the folder, or preventing read access from it.

Please run the following commands, and post the results.

    ICACLS C:\Windows\TEMP
    DIR C:\Windows\TEMP\*.

That looks normal - although an empty TEMP folder like that almost begs the question 'Why?'.
Are you using any sort of auto-clean utility? perhaps a temp file eraser? (I can't remember - what AV are you using?)
If so, please switch it off and let us know which one, then attempt another install

There are a few IE*.tmp files in my TEMP folder (see attached) but that's it. It is empty because I recently used CCleaner in an attempt to resolve this issue based on a tip I read.

I am using the dreaded Norton 360 for my AV. I've had a license for a long time and haven't switched. I "disabled" it and tried to update again and go the same error. I cannot kill the Norton exe, just disable it for 15 mins, etc.

I could unistall it and see if that helps.

It may be a good idea to ditch Norton at least until we get this sorted out.

Uninstall it using the normal methods, then run the NRT to get rid of any leftovers...

Download the Norton Removal Tool from here https://www-secure.symantec.com/norton-support/jsp/help-solutions.jsp?lg=english&ct=united+states&docid=20080710133834EN&product=home&version=1&pvid=f-home

Close all other programs, then run the tool. When it's complete, reboot the machine whether it asks for it or not.

After the reboot, open an Elevated Command Prompt, and run the following command

    NETSH WINSOCK RESET

You'll be advised to reboot - do so.

Then install MSE for now - Microsoft Security Essentials | Protect against viruses, spyware, and other malware make sure that you update it and run a full system scan!
